'Check IDs' (merge tool) has wrong sensitivity

Description

Reproduce: 

bin/arb_ntree demo.arb aklsjdalsd.arb
  • in trunk the 'Check IDs' button is insensitive (wanted, because there is nothing to check).
  • in gtk version the button is sensitive. Clicking it tells the user that sync is 'Not necessary'

Similar effects probably also happen elsewhere..
