EMBL and GenBank import Filters need to be adjusted for compliance

Description

Currently the EMBL and GenBank? filters do not write all important fields EMBL provides. They should be adjusted to be compliant with the SILVA fields reported in ​http://silva.mpi-bremen.de/fileadmin/arb_web_db/release_90/SILVA_fields_description_90_21_05_07.htm At least the start information needs to be added and taken into account by "generate new names" - see also Ticket 39 ​http://bugs.arb-home.de/ticket/39

The filters have already been adjusted for the Dez 2007 release of ARB. I cross-checked all filters for the workshop last week and did major changes, updates and corrections to be compliant with SILVA, EMBL, GenBank? with respect to the new ARB release.
