building PT server fails if no ptserver.log exists in $ARBHOME/lib/pts

Description

The issue doesn't affect the ARB_PTSERVER3/4/5 configurations for PT servers in ~/.arb_pts.

Workaround: 

touch $ARBHOME/lib/pts/ptserver.log

⇒ either add the file during install, or better yet, create it on the fly
