Default Permissions of PT server Logfile are wrong

Description
It seems that the logfile ptserver.log in ARBHOME/pts is created by the first 
that creates a PT-server with rw permissions only for the (-rw-r—r—).
All further attempts to built the PT-server get an error message on the console which tells that the loginfo could not be written.
(Nevertheless, the PT-server is built!)
Permissions for the logfile should be set to rw-rw-rw by default.

Although feeling a slight stomach pain when extending permissions, the log file rights are set to rw-rw-rw. See change [5956].
